    Didn’t Keynes (he of economics fame) advocate employing men to dig a hole and then fill it back in again to create employment.

    More or less, and I mentioned it here, but Keynes did think that there might be more sensible alternatives:

    It would, indeed, be more sensible to build houses and the like; but as there are political and practical difficulties in the way of this, the above would be better than nothing.

    Not that we need any more houses, but maybe sewers, water pipes and other infrastructure might be renewed.
