Watering Dublin

Someone asked me recently about the progress of the scheme to supply Dublin with water from the Shannon. I had to confess that I haven’t been keeping up with the matter, because I don’t think it’s very important, but happily KildareStreet.com has provided an update. On Tuesday 16 July 2013 one of the Sinn Féin chappies, Brian Stanley of Laois-Offaly, asked a priority question:

54. To ask the Minister for Environment, Community and Local Government the progress being made on the Dublin, Garryhinch, Shannon water supply project; and the timeframe for planning, construction and completion phases of this project.

I suspect that most folk think of the scheme as one involving Dublin and the Shannon, so that the inclusion of Garryhinch may have been puzzling. It seems that Garryhinch is on the road from Portarlington to Mountmellick, just after that nasty bend where folk go to commit golf.

And Mr Stanley is interested not because he wants Garryhinch, Portarlington Golf Club, or indeed Portarlington and Mountmellick to be flooded but because he wants his constituents to be employed digging a hole in the ground there (a bit like the Clones Sheugh, really) and working in a water-based ecopark that will include a reservoir where the Shannon’s water will be stored.

Anyway, Fergus O’Dowd [FG, Louth], who is a Minister of State for something, replied:

The Dublin water supply scheme long-term water source is listed as a scheme at planning stage in my Department’s water services investment programme 2010 to 2013. Dublin City Council is the lead authority for this scheme, on behalf of all of the water services authorities in the greater Dublin area.

Studies carried out for the city council and a strategic environmental assessment have identified a preferred option which involves abstraction of raw water from Lough Derg and pumping the abstracted water through a new pipeline to a proposed storage reservoir at Garryhinch cut-away bog in County Offaly, forming part of a proposed midlands water-based eco-park. After treatment, water would then be conveyed to the west of Dublin where the new supply would be integrated with the existing storage and trunk distribution system.

In December 2012, the Department approved a brief for the engagement of consultants for the planning and statutory approval phase of the scheme. Dublin City Council has carried out a procurement process and I understand it will shortly be in a position to appoint a consultant to advance the further planning of this scheme.

The programme for project implementation has been developed based on the planning and statutory approval phase taking approximately two years. The detailed design and procurement phase should take a further two years, while the construction and commissioning phase should be completed in three years.

Following their appointment by Dublin City Council, the consultants will undertake the environmental impact statement and other statutory requirements in preparation for a submission to An Bord Pleanála which will adjudicate on the matter.

He forgot to mention “best practice”, so he’s lost some brownie points. Mr Stanley wanted it all to happen much faster, to be completed before 2021, but the discussion provided no more useful information. Bord na Móna has some more information about the eco-park here. All good stuff, much as I suggested for Lough Oughter, but I’d lose the eco title: eco stuff is so last millennium.

Not Grand

Limerick’s SmarterTravel initiative aims to promote cycling, walking, car sharing and public transport. It has a little leaflet (I can’t find a downloadable version) describing five walking and cycling routes and including information on bus routes, a cycle to work scheme and car sharing.

One of the cycling and walking routes is along the towing path of the Limerick Navigation from Limerick to Plassey. It is described thus:

The Tow Path was part of the Grand Canal system stretching to Dublin and was used by the Guinness brewery to bring stout to Limerick.

The towing-path was not part of “the Grand Canal system”, although I suppose it might be described as a facility used by the Grand Canal Company. The Park Canal in Limerick, and the towing-path on the river navigation to Plassey, were not built or owned by the Grand Canal Company; they were part of the independent Limerick Navigation until subsumed into the Shannon Navigation in the 1840s. The Grand Canal Company was permitted to use its vessels on the navigation when it began carrying cargoes, which it did for, amongst others, Guinness; Guinness itself did not own or operate boats on the Shannon Navigation or the Limerick Navigation.

Limerick has a new Economic and Spatial Plan, with lots of downloadable files and the general tone of a letter to Santa Claus. It has lots of adjectives, though, and fashionable concepts; all it lacks is money.

It wants a renaissance of the Limerick waterfront. It seems, though, that that doesn’t mean lots of dockers unloading timber, turf boats from Poulnasherry Bog, ships taking the ground at low tide, gales throwing vessels against the bridge, mills at Curragour, tolls on the bridges or other features of past life along the quays. Instead there will be things like this:

A New Public Waterfront

 Arthur’s Quay Park will be transformed into a signature Waterfront public space that draws visitors, hosts special events and provides a key stopping point within the City Centre and along the Waterfront and Riverwalk;

 This new Riverside Park will run the length of the City Centre from Sarsfield Bridge through where Sarsfield House currently stands, along between the Hunt Museum and the River and over a new pedestrian bridge into a pedestrianised Potato Market area linking up to the upgraded King John’s Castle tourist attraction;

 A new appropriately sized iconic building could be developed in the new Riverside Park on the former Dunnes Stores Site to accommodate tourism/cultural uses;

 New landscape, trees, surfaces, lighting, furniture, public art and interpretation should be structured to create a landmark WaterfrontPark, designed to international standards reflecting the prominence of this location within Limerick;

 A new space should be defined to host public events including celebrations, performance, festivals and start and finish points to Limerick based marathons and races;

 Clear, high quality pedestrian connections from Patrick Street and O’Connell Street and Henry Street would draw people to the Park;

 Signage and materials should identify the water’s edge as part of the continuous Riverwalk linking bridges across the Shannon and the two sides of the Shannon River;

 A new public open space should be created at the Sarsfield House site in the event of government office relocation, to reveal the view north along the Shannon to King’s Island from the City Centre and extend Arthur’s Quay Park;

 The Waterfront and public space at the Hunt Museum should be strengthened to provide an intimately scaled green space with external seating from the Hunt Museum restaurant and destination in its own right along the Riverwalk.

What is being proposed here (page numbered 99; page 124 of 172 in An Economic and Spatial Plan for Limerick [PDF]) is that Sarsfield House should be demolished and the area above the Custom House moorings would be opened up, with citizens not just permitted but encouraged to enter. Later on (page 108; PDF page 133 of 172) we read this:

Limerick Quays will be defined as the principal visitor and entertainment zone in the City  Centre – passive and active – accommodating a new visitor destination, walking, as well as eating and drinking in bars and restaurants that will activate the quays overlooking the River. This will be fully pedestrianised.

Now, that’s all very nice in theory, but what it means in practice is that any boats moored at the only safe moorings in Limerick, at Custom House Quay, will be within range of any bottles that may be thrown by the less domesticated portion of the citizenry, on their way home from getting tanked up in the bars and restaurants.

But perhaps the planners have thought of that and solved it in their own way. Figure 36: City Centre Proposals – Aerial View 1 on page 116 (141/172) is an aerial photo with coloured bits added; it shows the Custom House moorings. But Figure 37: City Centre Proposals – Aerial View 2 on page 117 (142/172), taken from a different angle, shows the pontoon at the corner of the weir, and the water space in the corner behind the Custom House, but the mooring pontoons have disappeared.

Coalition frees up cash for construction

The government has signalled that it intends to spend more money next year on building projects in a bid to use spare cash, including savings from the promissory note deal, to stimulate the economy and promote job creation.

The Department of Public Expenditure has written to other government departments asking them to submit lists of capital projects in addition to what has already been planned.

The projects selected are likely to include housing, retro-fitting of housing stock, schools, local roads, primary care centres and other health facilities and it is hoped to boost job creation, especially in the decimated construction sector. It is likely that preference will be given to “shovel-ready” projects that can be progressed to the tender stage almost immediately.

I suppose it’s a change from piers and seed potatoes and other famine relief works. I wonder what the Department of Arts Heritage and the Gaeltacht will be digging out of its bottom drawer.

And I wonder whether 53 Percy Place, which was to be sold, and was expected to raise €1 600 000 for the Clones Sheugh, will still be in WI’s hands in a year or two.

 

 

Piers and seed potatoes

I dare say you’ve observed, Major, how singularly little originality there is about Chief Secretaries. One of them, whose name is lost in the mists of antiquity, thought of piers and seed potatoes, and since then all his successors have gone on building piers and handing out seed potatoes. They never hit on anything original. Now if I was a Chief Secretary I’d strike out a line of my own. When I found I had to build something I’d run up a few round towers.

Thus the Rev J J Meldon, curate of Ballymoy, to Major Kent in George A Birmingham’s excellent Spanish Gold. (Birmingham was really Canon James Owen Hannay, who managed to annoy nationalist Catholics, which is always useful.)

Amongst the builders of piers were Alexander Nimmo and the Shannon Commissioners, whose works on the estuary included Saleen Pier.

The Irish Press Releases website has a page dated 17 April 2013:

Funding approved for Clare piers

Co. Clare, Ireland — 17 Apr. 2013 — Funding has been approved for various harbour and pier improvement projects in County Clare. Minister for Agriculture, Food and the Marine, Simon Coveney, T.D., today announced funds totalling 91,500 euro for projects at Ballyvaughan, Cappagh, Liscannor, Carrigaholt and Kilbaha harbours/piers.

“The safety works scheduled to take place at these harbours will have a hugely positive impact on the livelihoods of fishermen and other users of the piers,” explained Clare Senator Tony Mulcahy. He added: “These projects are central to ensuring the safety of all users of the piers. The continued upgrading of these piers is essential to the development of both industry and tourism in the respective areas.”

The funding announcement features allocations of €22,500 to Carrigaholt, €37,500 to Ballyvaughan, €9,000 to Kilbaha, and €11,250 to both Liscannor and Cappagh.

According to Senator Mulcahy: “The funding contribution from the Government covers 75% of the total cost of the relevant projects which include repairs to the pier wall in Ballyvaughan, the installation of a handrail to pier access, harbour wall and upgrade of visitor moorings at Carrigaholt, a complete remediation to the existing pier walls at Liscannor, repairs to the sea wall at Cappagh, and repairs to the harbour wall capping stones at Kilbaha.”

Carrigaholt, Kilbaha and Cappa[gh] are all Shannon Estuary harbour or piers; Cappa[gh] was extended by the Shannon Commissioners. This press release suggests therefore that, if the Chief Secretary’s successors cannot afford to build any new piers, they can at least afford some money to repair them. There is no news about seed potatoes (or, alas, about fodder).

Unfortunately I could find nothing about this topic either on the website of Senator Tony Mulcahy FG or on that of the Department of Agriculture and Technical Instruction, although I may have had the wrong search terms. However, some other (coincidentally. also Fine Gael) politicians have welcomed the planned spending of money on Glin pier [do look at all the pics], which seems to be used only for swimming, so perhaps there is a nationwide campaign of spending small amounts of money in many places — and getting local Fine Gael pols to announce it. Presumably it distracts attention from the shortage of seed potatoes.

The Minister for Ag is a member of Fine Gael.

Mark Twain and the Cammoge drownings of 1849

Mark Twain wrote:

There is something fascinating about science. One gets such wholesale returns of conjecture out of such a trifling investment of fact.

I have indulged in just such conjecture about the design of the ferry boat in use at Cammoge in 1849, crossing the outlet from Poulnasherry Bay, west of Kilrush on the Shannon estuary. The news reports of the time give very little information about the design of the boat, and the reliability of that information is questionable, which makes my speculation even more dangerous. Nonetheless, I thought it might be useful to set out some thoughts on the subject in the hope that other folk, who know more about the background, the location or naval architecture than I do, might be able to help to clarify the design.
