The decreasing importance of cruising

I wrote here about the continuing decline in the numbers of boats recorded as passing through locks (and moveable bridges) on the Shannon. For the first five months of the year, the total number of recorded passages was jusst over half what it was in 2003. Maybe the current hot weather will increase the numbers, but the long-term trend has been downward for ten years, despite a Celtic-Tiger-inspired spike in usage by private boats.

I don’t know to what extent that decline affects Waterways Ireland’s policy-making. Are the hundreds of economists, marketing gurus, MBAs and other high-powered bods in WI’s marketing department engaged in a major search for new and profitable markets? Certainly its sponsorship programme [can’t find info on the WI website], its lists of events and its descriptions of activities are much broader in scope than mere boating, and even within that category small-boat activities are prominent.

WI is cooperating with other official bodies in developing walking [h/t Industrial Heritage Ireland] and cycling routes [h/t KildareStreet] and. with the Irish Sports Council and Irish Leisure Consultants, it has recently published A Guide to Planning and Developing Small Vessel Water Trails in Ireland [PDF]. WI does not, as far as I know, have a strategy for promoting increasing use of its waterways by cruising boats (private or hired), although I’d be happy to be corrected about that if I’m wrong.

All of this is good stuff, and I’m all in favour of widening the, er, user base (apart from those events for which people dress in fluorescent underwear and run around the streets: I share the late Mrs Patrick Campbell’s concern for the horses).

But three points strike me. The first is that the older waterways businesses — hotel boats, hire firms, marinas — involved capital investment and created reasonable numbers of jobs. I do not know whether Waterways Ireland measures employment, or other economic benefits, as an output of its sponsorship, marketing and organisational activities but it seems to me that it would be nice if it were able to show that the benefits outweigh the costs. It would also be interesting to know to what extent the newer activities can profitably attract tourists from overseas: with the water trails, for instance, is it possible for anyone to make a profitable business out of overseas visitors, given the costs of marketing and selling, or are these trails purely for the domestic market?

The second point is that one sector, that of professional event organisers, may indeed be benefiting from WI’s support. But if that disempowers local or voluntary groups, renders them unable to run events without professional assistance or makes the cost of doing so too high, it may not be an unmixed blessing.

The third is that there is a representative body for owners of inland cruising boats, but these new activities do not have inland-waterway-specific user bodies (if they have user bodies at all). That, I think, must make for a different type of relationship between the service provider, Waterways Ireland, and the users: most inland cruiser owners have nowhere else to go, but canoeists or anglers or walkers can easily switch to the sea or to non-WI inland waters, so WI has to compete for their custom.

This piece is written not to provide answers but to ask some questions.

Thon Cavan Sheugh

Thanks to Kildare Street for this, which came up in Dáil written answers on Wednesday 22 May 2013.

Brendan Smith [FF, Cavan-Monaghan]: To ask the Minister for Arts, Heritage and the Gaeltacht the position regarding the feasibility study that has been underway for some time in relation to the proposed extension of the Erne Navigation from Belturbet to Killykeen and Killeshandra; when this study will be completed; and if he will make a statement on the matter. [24538/13]

Jimmy Deenihan [FG Kerry North/West Limerick]: I am informed by Waterways Ireland that the current position is that work is continuing on the collection of data relating to this project and Waterways Ireland is currently preparing draft options for the project. At that point consultants will then assess the environmental implications of the options. It is expected that the feasibility study will be completed as planned by the end of 2013.

That’s Lough Oughter they’re talking about. If thon Monaghan boys are getting a sheugh, Cavan boys need one too. And, of course, consultants are having a hard time so they could benefit by earning a few bob. The net benefit to the economy will be pretty well nil (any spending will simply be displaced from elsewhere).

I think that Killykeen is a forest park; it is not clear how the local economy would benefit from the arrival of a few boats. If the folk of the area want a unique water-based attraction that might bring foreign tourists, they would be better advised to have the lake made an engine-free zone, open only to boats rowed, paddled or sailed, and with safe places to camp on the banks.

This day thou shouldst be with me

G K Chesterton thought that Paradise was somewhere reached by way of Kensal Green, but in fact it’s at the junction of the Shannon and Fergus estuaries. I have had a page about Paradise for some time; I have now added some black and white photos taken by Brigadier Frank Henn, whose family home it was, in 1936 and 1938.

This has come about through the kindness of Seán Matthews, who made the arrangements. Seán’s grandmother Hester Mahon married a Matthews; her sister Geraldine married a Henn and Frank is Geraldine’s son.

The black and white photographs show, better than my colour pics do, why the place was called Paradise. The copyright in those photos belongs to Brigadier Frank Henn; I am extremely grateful both to him and to Seán Matthews for making it possible for me to use them. They are spread about among the earlier material on this page.

Unfortunately Ryanair limits the amount of stuff a visiting tourist can carry home on an aeroplane.

Just for a change, I’ve put up a new header photo showing a Shannon 1. The photo was taken from Shannon Airport; you can see Ringmoylan Quay on the far side of the river and the beacon on the right is (I think) on the Horse Rock.

WI down wid da kidz

I have recently written, for publication elsewhere, an article comparing Waterways Ireland’s online presence unfavourably with that of the Canal & River Trust, which manages many waterways in England and Wales. WI clearly listened, because it has completely revamped its website.

Actually, that’s my little joke, because WI has clearly had folk working hard on this for some time. Its home page address remains as it was with (as I write) a clock ticking down to the official launch on 18 April 2013, but you can bypass that. Clearly not all the pages have yet been populated, but the overall design can be seen and it is several leagues ahead of the previous version.

It promotes a wider range of activities: walking, cycling, angling, boating, rowing, canoeing, sailing and power sports (but not, alas, campervanning). It has an events section, with events listed in chronological order by starting date; you can shorten the list by selecting a waterway, an activity or a date. This online listing is far more user-friendly than WI’s print equivalent. Sensibly, information on planning events is in the same section as the events listing.

The Clones Sheugh is listed amongst the waterways under Events, but no activities are planned there. However, the sheugh is not amongst the seven waterways listed under Our Waterways.

There’s a useful Do it Online section, with subsections called Register it, Pay for it, Apply for it and Report it. The last of those is rather disappointing, suggesting off-line communication; it would be more useful to have this sort of discussion between WI and its customers conducted in public. The promised form for online compliments and complaints isn’t there, but presumably will be added soon. Apply for it includes a procedure for applying for permission to film on WI property; this is something that BW (C&RT’s predecessor) had years ago.

The Learning section includes online games, the teachers’ resource pack and, encouragingly, information on arranging group tours of WI facilities and on accessing the archives; we are promised that some archive material will appear online.

The Corporate section includes About UsFAQs, Public Consultation, Research, Careers, Partner Information, Policies and Plans & Reports. There is little that was not on the previous version of the site. There are sections for the Media and on Commercial Activity; Visitors Centre leads to the existing pages on the Box in the Docks; there is a much better Contact Us page, with a classified list so that you can find the office you need.

The down-wid-da-kidz bit is that there are links to WI Facebook, Twitter and YouTube pages. There is nothing on the YouTube page yet; perhaps the first video will show Jimmy Deenihan cutting the ribbon on the new website tomorrow. The Twitter page — joy! — includes the marine notices, which makes this the first good reason I’ve come across for taking an interest in Twitter. The Facebook page seems to be no better or worse than other FB pages I’ve seen.

The new website does not seem to have anything about Nuttall’s Pondweed, which was the only thing on the old site that might attract nature-lovers. I see nothing on the new site to interest such folk; apart from the archives bit, WI’s wealth of industrial heritage is not represented. So, despite the much improved appearance and organisation, there are constituencies, or potential constituencies, that are not being addressed.

However, on the whole the new site does seem to fit in with and promote WI’s Marketing Strategy 2012–2017:

4.1 Marketing Mission

Essentially the marketing mission of Waterways Ireland is unchanged and is defined as increase awareness and promote greater use of Ireland’s 
Inland Waterways.

4.2 Strategic Marketing Objectives

Within the period 2012–2017, Waterways Ireland wishes to build on the success and achievements of the previous Strategy taking a more proactive approach in achieving the following strategic marketing objectives:

– promoting increased use of the Waterways including promoting the range of uses;

– creating awareness of the waterways including the commercial potential of thewaterways; and

– creating working relationships with other state and semi state, tourism, trade, recreational organisations and users.

What is not entirely clear to me, though, is whether this new and much-improved website is to continue the one-way communication process or whether WI will use the new media to their full potential, encouraging two-way communication (even if it includes criticism) and building a real waterways community. It will be interesting to see.

For far too long, the IWAI website was streets ahead of WI’s. The shoe is now on the other foot. Congratulations and best wishes to all involved in this major improvement to WI’s online presence.

 

 

 

 

 

Weather and water levels

Have a look at the water level at Banagher Bridge. As I write at 0823 on 20130322, the latest data is 23 minutes old. The level has been falling for the last five weeks, but are there already signs of an uptick? (Or am I assuming there should be one after last night’s rain?)
