The current at Killaloe

I have been known to complain about the absence [on the interweb] of information about the state of the Shannon downstream of Banagher and Meelick.

On the Waterways Ireland website, on the “About Us” menu, there’s a “Water Levels” option which takes you to this OTT Hydromet page. Perhaps my security settings are too high (or too eccentric), but at the top of the page all I see is

The link goes to this page where the locations of various gauges are categorised by waterway. The furthest south [on the Shannon] I can find is …

… from which I deduce that the water level at Meelick Weir is 32.62 metres above mean sea level at Malin Head. From that, of course, I can deduce the depth of the water at Meelick, or I could if I knew how far the bed of the river was above MSL Malin Head, and by charting the daily returns I could see whether the level was increasing or decreasing.

OPW

Alternatively, I could use the OPW’s gauge at Banagher, only a little way upstream, which shows me the depth, the change over 35 days and the level in relation to various percentiles of previous levels. That is a lot easier to read and a lot more useful: although a measure of flow would be more useful still, I can assume that a high level will be accompanied by a faster flow.

ESB

I have recently discovered that the ESB has a page with (admittedly for a small number of sites) information in a more user-friendly format than either WI or the OPW. To find it from the home page, select “Our Businesses”, then “Generation & Energy Trading”, then “Hydrometric Information”, then “River Shannon”, then “Beware of the leopard”. Alternatively, try www.esbhydro.ie/shannon for a list of PDFs.

Either way, the files available include

  • a hydrometric forecast for the Shannon
  • one-year charts showing levels at each of five locations: Bellantra sluices, Lough Ree; Thatch, Lough Ree; Athlone Weir downstream; Portumna Bridge; Pier Head, Killaloe
  • even more useful for anyone going near Killaloe Bridge, the total flow [in cubic metres per second] at Parteen Villa Weir and at Ardnacrusha.

The flow has been pretty well flat, at 0, for some time. The Parteen and Ardnacrusha charts have accompanying tables giving the figures for the last 30 days; here are those for Ardnacrusha:

Each of Ardnacrusha’s four turbines uses about 100 cubic metres per second [cumec]. The flow through Parteen Villa Weir is divided between the old course of the Shannon [which must get 10 cumec] and the new channel through Ardnacrusha. The combined flow through Parteen has been 11 cumec for the past week, and Ardnacrusha has been getting nothing (except a tiny amount on 3 July). That explains why the level of water at Castleconnell, on the old course, is slightly higher than normal summer levels (11 rather than 10 cumec).

And with no water going through Ardnacrusha, the level of Lough Derg is normal (see the chart for Killaloe) and there is no strong current at Killaloe.

Note, by the way, that the levels shown by the ESB are referenced to the older Poolbeg ordnance datum, not the Malin Head used since 1970: “Poolbeg OD was about 2.7 metres lower than Malin OD.”

Monitoring water levels

Several organisations maintain sensors that detect water levels; some of them publish their readings on tinterweb.

The Office of Public Works, for example, shows real-time water levels here; this page shows the changes at Banagher over the past thirty-five days. It may be that the ESB’s run-off of water at Parteen Villa Weir has been having some effect.

The Environmental Protection Agency has a list of monitoring stations but you have to swear not to burn down the queen’s dockyards, insult the president or sell your granny before you’re allowed to look at it. When you’ve done that, you can view Hydronet data, but you have to choose your River Basin District first. If you choose the Shannon RBD, you get a list of stations — none of them on the Shannon itself — arranged in no comprehensible order, so you’re on your own after that. Here’s the one at Tyone on the Nenagh River by way of example.

Finally, Waterways Ireland has information here. The page takes quite a while to load. It covers only the waterways for which the body is responsible and information about the current water level (as compared with MSL Malin) is of limited use unless you’ve been monitoring it for some time. And, alas, there is no information on anywhere on the Shannon south of Meelick (Victoria) Weir, presumably because Waterways Ireland can’t control anything south of that.

Who can? The ESB, and I suspect they must have gauges at, say, Killaloe, but if they do I can’t find the readings published anywhere. It would be a boon and a blessing to men if ESB were to publish its information.

There is one other source of information that might help: there are some webcams on Irish rivers. Farsons have several, though none on the Shannon, and at the moment I can’t get any of the Irish ones to work for me.

 

A little rain goes a long way

Here are some water level readings from Athlone Weir. I’ve taken them from the OPW’s very useful water levels site, where you can monitor levels from the comfort of your own armchair. [If only there were a gauge at Killaloe ….]

At Athlone, staff gauge zero is 35.360m above Poolbeg datum (from 18 Oct 2003). I chopped the bottoms off the first two graphs. The first one shows the level for 35 days to 30 September 2014; I presume that the level of Lough Ree was being reduced to enable it to hold some of the autumn’s rainfall.

Then, in October, the level began to rise again. By 30 October, it was back to about 2.1 metres, roughly the starting point on the first of the graphs above.

It says:

Rainfall: wet conditions nearly everywhere

Monthly rainfall totals were above-average nearly everywhere with the exception of stations in coastal areas in the Northwest and West and in parts of the Midlands. Percentage of Long-Term Average (LTA) values ranged from 81% at Gurteen to 161% at Johnstown Castle, which recorded it wettest October since 2002.

Fermoy (Moore Park) reported 135% of its LTA with 153.6 mm and its wettest October in 10 years. The wettest days were mainly the 3rd, 5th and 28th, with the month’s highest daily rainfall reported on the 5th at Cork Airport with 38.6 mm, its wettest October day in five years. Mullingar reported its wettest October day in 12 years on the 28th with 26.4 mm. The number of wet days (days with 1 mm or more rainfall) ranged from 12 at Casement Aerodrome to 24 at Valentia Observatory and Claremorris, with Claremorris reporting its highest number of October wet days since 1973.

Use of the OPW charts is licensed under Directive 2003/98/EC [PDF] of the European Parliament and of the Council on the re-use of public sector information. Met Éireann allows use of “the web pages, and the information contained within them, for private and non-commercial purposes, for teaching, and for research […] is allowed subject to the condition that the source of the information is always credited in connection with its use”.

 

 

The monsoon is coming …

… perhaps. The water depth at Banagher has stayed at around 2.1 metres but that at Athlone has gone down to about 2.0 metres. Are TPTB lowering Lough Ree so that it can store the water from the autumnal rains? Information welcome.

Big it up for the OPW

I’ve just been reading some particularly nitwitted Dáil discussions and I need some time to calm down enough to report on them to the Learned Readers of this site. Let me just say that anyone who thinks that politicians cannot distinguish fact from fiction is absolutely right. But enough of that for the moment.

I reported earlier on an oddity in the results from the OPW’s Athlone waterlevel gauge. I emailed the OPW about it and a helpful chap got back on more or less immediately.

He explained that the data we see on the waterlevel.ie site is, as it were, live: raw unfiltered data with nothing added, nothing taken away. The same data goes in to the OPW and they spotted that the Athlone gauge was reading too high. They found the sensor was faulty; they have now adjusted it and the new, lower readings are correct.

The disappearance of the placenames is because of some work in progress on improving the website; they will be back.

He kindly pointed me to a list, in .xlsm format, downloadable from here; it shows all hydrometric stations in Ireland. It shows who operates them, whether they’re active and whether they use telemetry (which I take to mean that they can be monitored remotely). Unfortunately OPW itself doesn’t seem to have any gauges on Lough Derg and nor does Waterways Ireland. OPW does have a rather excitable gauge at Scarriff and gauges upstream of Meelick Weir and Meelick (Victoria) Lock. The ESB has gauges with telemetry at Ballyvalley (25073) and Killaloe (25074) but I can’t find any website giving the levels. If, Gentle Reader, you can find one, perhaps you would let us know.

The consoling part of dealing with the OPW is that you get the distinct impression that they know some useful stuff. Unlike, say, some folk working in Kildare Street ….

Lowering Lough Ree

I reported in October and in November on the lowering of the level of Lough Ree, in advance of heavy rain, to see whether that would help to manage flooding on the Shannon Callows further downstream.

The interim data from the experiment is available on the OPW website here [seven-page PDF]. The conclusion is:

Conclusion
From the water level records, it is apparent that the closing of the gates at Athlone weir in anticipation of a rise in water levels on Lough Ree led to a temporary lowering of the Shannon water levels immediately downstream of Athlone. This possibly delayed inundation of the Shannon callows downstream of Athlone by a number of days. To determine whether the extent or depth of eventual inundation was in any way reduced by the experiment will require more detailed analysis by the CFRAM consultants. Data is available on request from Hydrometric Section if required.

It should be stressed that this is an interim report. This CFRAM background document [PDF] is still useful.

It is not clear to me why the state should spend any money improving the value of privately owned riverside land that is of marginal benefit to the economy.

 

Cutting and pasting

One of the problems with all this newfangled technology is that some things — like, for instance, copying a block of text from one document into another – are so easy that folk may forget to check their work afterwards.

Consider, for instance, the Office of Public Works, which seems to have a block of boilerplate text ready for answering written boilerplate questions from midlands TDs who have discovered that things get wet when it rains.

On 22 January 2014 Denis Naughten [Ind, Roscommon/South Leitrim, which — let it be admitted — The Lord intended to be rather boggy and sad] had this question:

To ask the Minister for Public Expenditure and Reform the steps being taken to address flood risks within the Shannon basin; and if he will make a statement on the matter.

The answer tells Mr Naughten about CFRAM — nothing he didn’t know before he asked, I imagine — but it included this sentence:

On foot of discussions between my colleague, Minister of State Hayes and the IFA, and with the cooperation of both the ESB and Waterways Ireland, a water level monitoring exercise is being carried out as part of the CFRAM process which will allow for analysis of water flows and levels at key points around the Lough Ree and Callows areas.

The highlighting is mine: it seemed a bit odd because this written answer was allegedly being given by Mr Hayes.

Matters of minor importance

Some recent(ish) discussions amongst the People’s Representatives. I haven’t time to analyse them all. All links courtesy of the estimable KildareStreeet.com.

Brendan Smith [FF, Cavan-Monaghan] wants a sheugh in Clones; he got the usual answer. And he allowed Jimmy Deenihan [FG, Kerry North/West Limerick] to announce, on 19 December 2013, the death of the suggested extension of the Erne navigation to Lough Oughter [loud cheers]:

Brendan Smith: To ask the Minister for Arts, Heritage and the Gaeltacht if he has received the feasibility study on the proposed extension of the Erne navigation from Belturbet to Killeshandra and Killykeen; and if he will make a statement on the matter.

Jimmy Deenihan: I am informed by Waterways Ireland that it commissioned a Strategic Environment Assessment for the possible extension of the Erne Navigation from Belturbet to Killeshandra and Killykeen.

On reviewing the environmental information from this process, Waterways Ireland considers that the environmental designations of this lake complex make the feasibility of the proposed navigation extension highly unviable. For that reason, I am advised that Waterways Ireland does not propose to pursue this project any further at this time.

Well, that’s one minor victory for sanity. Here’s how a dredger got to Lough Oughter in 1857.

Maureen O’Sullivan is anxious to recreate the economy of the eighteenth and nineteenth centuries by using canals for carrying cargoes. Especially on the Shannon–Erne Waterway, where commercial carrying was so successful before. [What is it about the Irish left?] Thank goodness that the sainted Leo Varadkar gave not an inch: someone should make that man Taoiseach, President and Minister for Finance. And Supreme Ruler of The Universe and Space.

The web-footed inhabitants of the midlands, who have discovered that they live in a flat area with rivers, keep wittering on about Shannon flooding, failing to realise that it is a message from The Lord, telling them to either (a) move to higher ground, eg Dublin, or build arks. On 15 January 2014 Brian Hayes told Denis Naughten, inter alia, that info from the recent OPW/CFRAM monitoring of water levels on Lough Ree (which I think was when the levels were lowered) would be placed on the OPW website “in the coming days”; I haven’t been able to find it yet so I’ve emailed the OPW to ask about it. And on 21 January one James Bannon said that he intends to introduce a bill setting up a Shannon authority, which will have magical powers. Well, if it doesn’t have magical powers it won’t be able to stop the Shannon flooding, but perhaps it’s designed to allow the unemployed landowners of Ireland another forum in which to demand taxpayers’ money to prop up their uneconomic activities.

Finally, a senator called John Whelan wants a longer consultation period on the proposed amendments to the canals bye-laws. I suppose I’d better read them  myself.

Water levels in Athlone

At time of writing, the depth of water at Athlone Weir is 1.7m. “Staff gauge zero is 35.360m above Poolbeg datum”, which means the water level is 37.06m OD (Poolbeg). According to Bob Cullen’s 2002 article for Inland Waterways News [PDF], “The minimum navigation level in Lough Ree is 36.88m OD”, so if the level drops another 0.18m, about 7 inches, there may be a WI Marine Notice.

It seems that the dropping of the level of Lough Ree is intended to provide a buffer against flooding in the area from Athlone downstream to Meelick. According to Brian Hayes “A meeting between the ESB, Waterways Ireland and the Office of Public Works to review the interim operating regime is due to take place shortly.” [I have asked Waterways Ireland for a report on the meeting.]

But, if we are to believe the Dublin Evening Mail, the Shannon Commissioners took a rather more robust attitude to flooding downstream of Athlone: steamers [and PR] came first.
