Bottles in Limerick

Limerick has a new Economic and Spatial Plan, with lots of downloadable files and the general tone of a letter to Santa Claus. It has lots of adjectives, though, and fashionable concepts; all it lacks is money.

It wants a renaissance of the Limerick waterfront. It seems, though, that that doesn’t mean lots of dockers unloading timber, turf boats from Poulnasherry Bog, ships taking the ground at low tide, gales throwing vessels against the bridge, mills at Curragour, tolls on the bridges or other features of past life along the quays. Instead there will be things like this:

A New Public Waterfront

 Arthur’s Quay Park will be transformed into a signature Waterfront public space that draws visitors, hosts special events and provides a key stopping point within the City Centre and along the Waterfront and Riverwalk;

 This new Riverside Park will run the length of the City Centre from Sarsfield Bridge through where Sarsfield House currently stands, along between the Hunt Museum and the River and over a new pedestrian bridge into a pedestrianised Potato Market area linking up to the upgraded King John’s Castle tourist attraction;

 A new appropriately sized iconic building could be developed in the new Riverside Park on the former Dunnes Stores Site to accommodate tourism/cultural uses;

 New landscape, trees, surfaces, lighting, furniture, public art and interpretation should be structured to create a landmark WaterfrontPark, designed to international standards reflecting the prominence of this location within Limerick;

 A new space should be defined to host public events including celebrations, performance, festivals and start and finish points to Limerick based marathons and races;

 Clear, high quality pedestrian connections from Patrick Street and O’Connell Street and Henry Street would draw people to the Park;

 Signage and materials should identify the water’s edge as part of the continuous Riverwalk linking bridges across the Shannon and the two sides of the Shannon River;

 A new public open space should be created at the Sarsfield House site in the event of government office relocation, to reveal the view north along the Shannon to King’s Island from the City Centre and extend Arthur’s Quay Park;

 The Waterfront and public space at the Hunt Museum should be strengthened to provide an intimately scaled green space with external seating from the Hunt Museum restaurant and destination in its own right along the Riverwalk.

What is being proposed here (page numbered 99; page 124 of 172 in An Economic and Spatial Plan for Limerick [PDF]) is that Sarsfield House should be demolished and the area above the Custom House moorings would be opened up, with citizens not just permitted but encouraged to enter. Later on (page 108; PDF page 133 of 172) we read this:

Limerick Quays will be defined as the principal visitor and entertainment zone in the City  Centre – passive and active – accommodating a new visitor destination, walking, as well as eating and drinking in bars and restaurants that will activate the quays overlooking the River. This will be fully pedestrianised.

Now, that’s all very nice in theory, but what it means in practice is that any boats moored at the only safe moorings in Limerick, at Custom House Quay, will be within range of any bottles that may be thrown by the less domesticated portion of the citizenry, on their way home from getting tanked up in the bars and restaurants.

But perhaps the planners have thought of that and solved it in their own way. Figure 36: City Centre Proposals – Aerial View 1 on page 116 (141/172) is an aerial photo with coloured bits added; it shows the Custom House moorings. But Figure 37: City Centre Proposals – Aerial View 2 on page 117 (142/172), taken from a different angle, shows the pontoon at the corner of the weir, and the water space in the corner behind the Custom House, but the mooring pontoons have disappeared.

 

Limerick slavers

A passing reference in a splendid article [“Ireland and the Black Atlantic in the eighteenth century” in Irish Historical Studies vol xxxii no 126, November 2000, which you may be able to read online] by Nini Rodgers alerted me to a proposed Limerick enterprise of which I was previously unaware. Dr Rodgers’s source was Faulkner’s Dublin Journal of 27–30 November 1784, to which I don’t have access, but it was probably the source for stories in the Derby Mercury of 2 December 1784 and the Chelmsford Chronicle of 10 December 1784, both of which are in the British Newspaper Archive.

The Derby Mercury put it thus:

There is at last some Probability that a vigorous Effort will soon be made for the Establishment of a West-India Trade, that may become a national Object in this Kingdom; an African Company is now projecting to be established in Limerick, where six Vessels will sail annually for the Guinea and Slave Coast, and from thence to the West-India Islands, whose Produce they will bring Home. They will at their own Out-Fit in Limerick take on board Linens and Cottons, plain and printed, Tallow, Horns, &c. The Out-Fit of these Vessels will not exceed 3,500 l. There is nothing against this Project but the Explanation of the Act of Navigation, which our Parliament alone has it in its Power to rectify.

Apart from minor points of punctuation and capitalisation, the Chelmsford Chronicle story is the same.

Limerick was, Nini Rodgers says, the first Irish port to promote a slaving enterprise. The African Company would have traded its linens, cottons, tallow and horns for slaves, sold them in the West Indies and bought sugar with the proceeds. I don’t know whether it ever got off the ground.

In general, though, Irish merchants profited from the slave trade not by buying and selling slaves but by supplying provisions to feed the slaves on the islands, allowing the plantation owners to devote their land entirely to growing sugar.

 

The Marquis survives

I reported last October that an unused London pub, named after Henry Petty-Fitzmaurice, 3rd Marquess of Lansdowne, KG, PC, FRS, was threatened with demolition in favour of a museum extension.

I pointed out that the late Marquis had two claims on the attention of Irish waterways enthusiasts. First, the best-known of the early River Shannon steamers, the Lady Lansdowne, was named after his wife. Second, he was Lord President of the Council [the current holder of the post is Nick Clegg] when the government of Her Late Majesty Queen Victoria decided, in 1839, to spend about half a million pounds improving the Shannon Navigation.

The Indie reports today that Hackney Council’s planning committee has voted against the demolition, so the Marquis survives, at least for now.

Piers and seed potatoes

I dare say you’ve observed, Major, how singularly little originality there is about Chief Secretaries. One of them, whose name is lost in the mists of antiquity, thought of piers and seed potatoes, and since then all his successors have gone on building piers and handing out seed potatoes. They never hit on anything original. Now if I was a Chief Secretary I’d strike out a line of my own. When I found I had to build something I’d run up a few round towers.

Thus the Rev J J Meldon, curate of Ballymoy, to Major Kent in George A Birmingham’s excellent Spanish Gold. (Birmingham was really Canon James Owen Hannay, who managed to annoy nationalist Catholics, which is always useful.)

Amongst the builders of piers were Alexander Nimmo and the Shannon Commissioners, whose works on the estuary included Saleen Pier.

Funding approved for Clare piers

Co. Clare, Ireland — 17 Apr. 2013 — Funding has been approved for various harbour and pier improvement projects in County Clare. Minister for Agriculture, Food and the Marine, Simon Coveney, T.D., today announced funds totalling 91,500 euro for projects at Ballyvaughan, Cappagh, Liscannor, Carrigaholt and Kilbaha harbours/piers.

“The safety works scheduled to take place at these harbours will have a hugely positive impact on the livelihoods of fishermen and other users of the piers,” explained Clare Senator Tony Mulcahy. He added: “These projects are central to ensuring the safety of all users of the piers. The continued upgrading of these piers is essential to the development of both industry and tourism in the respective areas.”

The funding announcement features allocations of €22,500 to Carrigaholt, €37,500 to Ballyvaughan, €9,000 to Kilbaha, and €11,250 to both Liscannor and Cappagh.

According to Senator Mulcahy: “The funding contribution from the Government covers 75% of the total cost of the relevant projects which include repairs to the pier wall in Ballyvaughan, the installation of a handrail to pier access, harbour wall and upgrade of visitor moorings at Carrigaholt, a complete remediation to the existing pier walls at Liscannor, repairs to the sea wall at Cappagh, and repairs to the harbour wall capping stones at Kilbaha.”

Carrigaholt, Kilbaha and Cappa[gh] are all Shannon Estuary harbour or piers; Cappa[gh] was extended by the Shannon Commissioners. This press release suggests therefore that, if the Chief Secretary’s successors cannot afford to build any new piers, they can at least afford some money to repair them. There is no news about seed potatoes (or, alas, about fodder).

Unfortunately I could find nothing about this topic either on the website of Senator Tony Mulcahy FG or on that of the Department of Agriculture and Technical Instruction, although I may have had the wrong search terms. However, some other (coincidentally. also Fine Gael) politicians have welcomed the planned spending of money on Glin pier [do look at all the pics], which seems to be used only for swimming, so perhaps there is a nationwide campaign of spending small amounts of money in many places — and getting local Fine Gael pols to announce it. Presumably it distracts attention from the shortage of seed potatoes.

The Minister for Ag is a member of Fine Gael.

 

The Charles Wye Williams bridge campaign

Dublin City Council has published its call for proposals for naming the new bridge across the Liffey. According to RTE, various bolshies and literary types have been suggested, as though we didn’t have enough of them (and of politicians too). Accordingly, I have submitted an application suggesting that the bridge be named after a successful entrepreneur who understood technology and created employment: Charles Wye Williams, the Father of the Shannon, whose fleet of nine steamers and fifty-two barges gave us the Shannon as we know it today.

Mark Twain and the Cammoge drownings of 1849

Mark Twain wrote:

There is something fascinating about science. One gets such wholesale returns of conjecture out of such a trifling investment of fact.

I have indulged in just such conjecture about the design of the ferry boat in use at Cammoge in 1849, crossing the outlet from Poulnasherry Bay, west of Kilrush on the Shannon estuary. The news reports of the time give very little information about the design of the boat, and the reliability of that information is questionable, which makes my speculation even more dangerous. Nonetheless, I thought it might be useful to set out some thoughts on the subject in the hope that other folk, who know more about the background, the location or naval architecture than I do, might be able to help to clarify the design.

CWW bridge

Paul Quinn’s photos showed the new Marlborough Street Bridge being constructed across the Liffey. Last Saturday’s Irish Times reported that Dublin City Council would soon be advertising to seek suggestions for naming the bridge; it said that a body called Labour Youth [whose members may be socialists, I fear] wanted it named after one Rosie Hackett, who went on strike  many years ago. It did not report that there is another campaign to have the bridge named after E T S Walton, a physicist.

The north-eastern corner of the bridge features the site of the offices of the City of Dublin Steam Packet Company, whose crest still adorns the walls. I suggest that the bridge be named after the company’s founder, the remarkable Irish entrepreneur Charles Wye Williams: the father of the Shannon, the master of scheduled steam shipping, the founder of the CoDSPCo and a founder director of the Peninsular and Oriental Steam Navigation Company, godparent of the Irish livestock industry, innovator in marine safety, promoter of the turf industry, writer and experimenter on steam technology, tireless campaigner ….

Apart from his company’s crest on Eden Quay, and his name on a bridge he caused to be built in Limerick, there is no monument to this remarkable man. Name the bridge after him and move the plaque to it (and protect it adequately).
